How do Texans obtain Initiative rights?

It requires an amendment to the Texas Constitution.  Amendments to the Constitution must be proposed by the State Legislature by a 2/3 vote in each house during the same session.
Amendments proposed by the Legislature must then be submitted to the voters. Majority approval of the Texans voting on it is required for the proposed amendment to become a part of the Constitution.

The proposed amendment must be approved by a minimum of 121 of the 181 legislators.  Two-thirds of the 31-member Texas Senate means a minimum of 21 votes in the Senate.  Two-thirds of the 150-member Texas House of Representatives means a minimum of 100 votes in the House.

During the 75th session, Initiative & Referendum Pledges or letters to support Initiative rights for Texans were signed by 76 of the 181 Texas Legislators.
